Social issues and the environment notes

Ready

Social issues and the environment is a topic in Environment Studies (Units) for B.A. Hindi (CBCS 2025–28), Faculty of Arts at Maharaja Ganga Singh University, Bikaner.

This unit covers social issues and the environment : from unsustainable to sustainable development; urban problems related to energy; water conservation,…

Unit 6 · Social issues and the environment

This unit covers social issues and the environment: from unsustainable to sustainable development; urban problems related to energy; water conservation, rainwater harvesting, watershed management; settlement and rehabilitation of people, its problems and concerns; environmental ethics — issues and possible solutions, ozone-layer depletion, nuclear accidents; wasteland reclamation; consumerism and waste products; the Environment Protection Act, with the Air (Prevention and Control of Pollution) Act, the Wildlife Protection Act and the Forest Conservation Act; issues involved in enforcement of environmental legislation; public awareness.

1 From unsustainable to sustainable development

Unsustainable development is spending that cuts resource, habitat and climate so fast that the next generation finds the cupboard empty — Unit 2’s over-extraction under a social name. Sustainable development, in the Brundtland Commission line (1987, Our Common Future), is meeting present needs without closing the ability of future generations to meet their own. Three pillars: environment, economy, society (equity). Stockholm 1972 put environment on a world stage; Rio 1992 tied Agenda 21 and sustainability pledges. Definition and pillars are larger than a slogan.

Equity without that time-scale is incomplete: rich over-consumption and poor forced offtake both cut forest. In India development is also road, power and grain; sustainable does not mean standstill — it means moving with less ruin: efficient energy, forest within regeneration, just rehabilitation.

2 Urban problems related to energy

Cities are dense energy islands — homes, offices, metro, air-conditioning, pumps, street lights, industry at the edge. Peak day–night demand strains the grid; supply is still coal–oil heavy (Unit 2). Results: air pollution, a heat island of concrete and tar, diesel-generator noise and smoke, unsafe wiring in slums. Transport is the largest urban energy-eater — private cars, jams, wasted fuel.

Paths: public transport, walk and cycle, building insulation, daylight, rooftop solar, cutting peak demand, a green belt to cool. Smart meters and LEDs are savings, not magic; without habit the technique is incomplete. Summer peaks of AC and pumps in hot cities, and solar potential from Unit 2, become policy here. Urban energy problems are the city’s grid, not only the village stove.

3 Water conservation, rainwater harvesting, watershed management

Water conservation is cutting offtake and lengthening the cycle — mend leaks, irrigate by crop, reuse water in industry, clean tanks and drains. Rainwater harvesting is taking roof and courtyard water into a tank or a recharge pit; in a dry region the tanka, kund and johad are old forms, a modern roof-pipe is the same intelligence in new material. If groundwater is falling, harvest is recharge, not only a cistern.

Watershed (catchment) management treats the unit of slope where rain runs into one drain — from ridge to valley: a tree line, contour bunds, check dams, controlled grazing, tanks. A village tank fills only if the upper slope is not bare. Unit 2’s flood and drought are here land-use, not only engineering. Rainwater harvesting is roof or recharge. A watershed is ridge-to-valley treatment of the catchment.

Rainwater harvesting is two jobs that students mix: a cistern for later use, and a recharge pit that puts water back into the aquifer. Where the table is falling, recharge is the larger job. Traditional tanka, kund and johad are the same intelligence in local material; a roof pipe into a filter pit is the modern form. Water conservation is also leak-mending, crop-wise irrigation and reused industrial water — offtake cut, not only a new tank.

Watershed management treats the slope-unit from ridge to drain: tree line, contour bund, check dam, controlled grazing, tanks. A village tank fills only if the upper slope is not bare. Unit 2’s flood and drought are here land-use. Harvest is roof or recharge; a watershed is the whole catchment treated.

4 Settlement and rehabilitation

Dams, mines, highways and sanctuary expansion uproot people — tribal and forest hamlets first (Unit 2’s forest–dam becomes social here). Rehabilitation is not only a cash cheque: land, livelihood, school, temple and grave, the social weave. Problems: low rates, delay, barren substitute land, no skill, women’s and elders’ voices buried, “national interest” versus the right to a home. Debates around large valley dams open the principle: displacement without consent and without livelihood is injustice.

Possible paths: a design that moves fewer people, land-for-land, skill, a share of benefit (power/irrigation), independent watch. Environmental ethics in the next lesson asks whose development, whose cost. Moving a village for a sanctuary raises the same question; conservation versus livelihood joins Unit 4’s conflict. Rehabilitation is not cash only. Dams and mines are the main causes named with this heading.

Rehabilitation that lasts is land-for-land, a skill, a share of the project’s water or power, a school and a shrine moved with consent — not a delayed cheque. Women’s and elders’ voices are the ones most often buried. “National interest” does not cancel the right to a home and a livelihood. Independent watch after the move is part of the heading, or the colony becomes a new slum beside the reservoir.

A sanctuary that moves a forest hamlet raises the same question as a dam: whose conservation, whose cost. Unit 4’s man–wildlife conflict and this lesson are one social fact. Design that displaces fewer people is the first ethical control; cash is the last.

5 Environmental ethics — issues and possible solutions

Ethics asks what is right, not only what is cheap. A human-centred view treats nature as a tool; a life-centred and ecosystem-centred view gives other living things and systems a value — Unit 4’s ethical value opens here. Issues: the right of the next generation, animal suffering, unequal load (the poor bear pollution, the rich consume), caution even under scientific uncertainty (precaution). Solutions are not only law — education, restraint, custom of shared resources, the polluter-pays principle.

The syllabus places ozone depletion and nuclear accidents under this same point because both ask “we can — should we?” Technique gives capacity; ethics gives a limit. Bhopal showed industrial risk falling on a poor settlement; it is chemical, yet the moral lesson sits in the same family as ozone and nuclear: invisible harm, late punishment, a global or generational effect.

Three named stances in the college books: anthropocentrism (human beings at the centre; nature a tool), biocentrism (each living thing has value), ecocentrism (the system — soil, water, web — has value). Unit 4’s ethical value opens here. Issues: the next generation’s right, animal suffering, the poor bearing pollution while the rich consume, the precautionary principle when science is still uncertain.

Solutions are education, restraint, the custom of a shared tank, polluter-pays — not only a new Act. Ozone depletion and nuclear accidents sit under this point because both ask “we can — should we?” Bhopal is chemical, yet the moral lesson is the same family: invisible harm, late punishment, a load on those who did not choose the plant.

6 Ozone-layer depletion

Stratospheric ozone blocks harmful solar ultraviolet (UV-B). CFCs (old fridge, AC, spray), halons and some solvents free chlorine/bromine that break ozone. The “ozone hole” is most discussed over Antarctica in spring; effects are skin cancer, cataract, load on plants and plankton. This layer is not the same as tropospheric smog-ozone (a pollutant) — do not treat them as one.

The global answer is a treaty example: after the Vienna Convention, the Montreal Protocol (1987) agreed a phase-out of CFCs; substitutes (HFCs and others) open a separate climate question, but books record signs that the ozone layer is slowly healing. A person disposes of an old fridge correctly. Ethics is clear here — one country’s spray can cut another hemisphere’s skin.

7 Nuclear accidents

Unit 5 taught the science of radiation. This lesson is social: Three Mile Island, Chernobyl (1986), Fukushima (2011) — when plants failed, evacuation, bans on milk and vegetables, long cancer-fear, broken trust. Waste lasts generations; the chance of accident is small, the cost huge — ethics’ “low probability, large harm.” Plants in India sit on coast and river; local consent and a disaster plan are a social issue, not only engineering.

Bhopal (1984) is chemical, not nuclear; the same decade still sped the Environment (Protection) Act 1986 — a bridge to the next lessons. Nuclear energy can look attractive on a climate argument; accident and waste are ethical brakes. Radiation science is one lesson; Chernobyl is a lesson in responsibility.

8 Wasteland reclamation

Wasteland is land whose biological productivity has fallen very low — salt, ravines, mine pits, overgrazed belts, waterlogging. Desert and saline strips are near examples in western India. Reclamation is returning soil and vegetation — contour bunds, check dams, salt-tolerant species, native trees such as khejri, controlled grazing, filling mines and putting soil back, sometimes gypsum or organic manure for structure. This is the treatment-lesson of Unit 2’s land degradation.

Caution: a foreign invasive that “looks green” can kill diversity; a native mix is better. Sitting industry on wasteland is not reclamation until soil and water return. A common pasture needs shared management again — a department fence alone is incomplete.

Books classify wasteland by the wound: sandy and dune, saline and alkaline, gullied and ravine, waterlogged, mined and industrial barren, overgrazed scrub. Reclamation matches the wound — gypsum or organic manure for salt, check dams for gullies, native trees (khejri, not a single invasive “green”), mine-fill and soil back, controlled grazing on a common pasture.

A foreign tree that looks green can kill diversity; a native mix is the test. Sitting a factory on wasteland is not reclamation until soil and water return. Shared pasture needs shared management again — a department fence alone is incomplete. This is Unit 2’s land degradation under a social name.

9 Consumerism and waste products

Consumerism is the culture of buying and throwing more than need — short product life, packaging, fashion, advertising. The result is Unit 5’s solid-waste mountain, with mines and energy hidden behind it. Throw-and-buy also breaks equity: waste of a rich region can land on another shore. The answer is 3R, repair, shared goods, less packing, extended producer responsibility — policy and person both.

Waste products come from industry and home; consumerism makes them normal. Sustainable development without restraint of consumption stays a slogan.

Consumerism is more than “people buy things.” It is short product life (planned break), fashion that discards last year’s cloth, packaging larger than the goods, advertising that turns want into need. Behind the bin sit Unit 2’s mines and energy. Waste of a rich belt can land on another shore — equity as well as volume.

Waste products are industrial and household; consumerism makes them normal. 3R, repair, shared goods, less packing, extended producer responsibility — person and policy. Sustainable development without a cut in offtake stays a slogan. The answer is not only a larger landfill.

10 Environment Protection Act and Air Act

The syllabus names the Environment Protection Act as an umbrella — in India this is the Environment (Protection) Act 1986, after Bhopal, giving the Centre wide power: standards, closure orders, rules, hazardous substances. It is read as sitting above the air and water laws, not as cancelling them. Central and State Pollution Control Boards are tools of these laws. Year 1986 and the post-Bhopal umbrella — that is the identity.

The Air (Prevention and Control of Pollution) Act 1981 is the named law for air pollution — declaring areas, consent, standards, board powers. Unit 5’s science gets legal teeth here. Year, purpose and board-consent are enough. The Water Act 1974 is often taught beside them in the college books; the three named laws after the umbrella are Air, Wildlife and Forest.

Boards issue two consents: to establish a plant and to operate it. Sampling, standards and a closure order are the teeth; a fine treated as cheaper than stopping is the enforcement problem of the next lesson. Do not swap years: Air 1981, umbrella 1986. Science without a statute is a measurement, not a stop.

11 Wildlife Protection Act and Forest Conservation Act

The Wildlife (Protection) Act 1972 reins hunting and trade, sets schedules (some species under full protection), and gives the frame of National Parks and Sanctuaries — Unit 4’s in-situ takes legal form here. Later amendments open tiger, trade, community reserves; the identity to hold is year 1972 plus protected areas and schedules.

The Forest (Conservation) Act 1980 asks the Centre’s prior leave before forest land is turned to non-forest use (mine, dam, road) — states cannot cut forest alone. On paper it checks Unit 2’s mining and dams; whether it works is the next lesson’s enforcement problem. Three named laws after the umbrella: Air 1981, Wildlife 1972, Forest Conservation 1980; umbrella 1986. Do not swap the years.

Wildlife (Protection) Act 1972: hunting and trade reined, schedules of species (some under full protection), National Parks and Sanctuaries as the legal frame of Unit 4’s in-situ. Later amendments open tiger reserves, trade rules, community reserves; the identity to hold is 1972 plus protected areas and schedules.

Forest (Conservation) Act 1980: the Centre’s prior leave before forest land is turned to non-forest use (mine, dam, road). States cannot divert forest alone. On paper it checks Unit 2’s mining and dams; whether a file becomes a tree is the next lesson’s enforcement. Three named laws after the umbrella: Air 1981, Wildlife 1972, Forest Conservation 1980; umbrella 1986.

12 Enforcement problems and public awareness

Laws look hard on paper and weak on the ground — that is the enforcement issue. Causes: too few staff and labs, long cases, development pressure, overlapping agencies, weak data, projects without local consent, sometimes corruption. Polluters treat a fine as cheaper than stopping. A sanctuary on paper with a cut corridor is Unit 4’s conflict as legal failure.

Public awareness, named again at the end of this unit, is Unit 1’s word as the fuel of law: without public complaint, witness and vote, a board does not walk alone. Education, panchayat, media, public-interest cases, Environment Day — old tools, the work is new: demand that the Act arrive on the field.
